I've heard of this bid sniping and believe ive been a victim to one of these. Is this reortable? As I dont think that this is a fair thing

Sniping is a smart and fun way to bid, and since the same opportunity is also available to you, I fail to see how it can be called unfair.
Educate yourself on how sniping works and that chances are you will find it fun too. No it is not reportable, as it does not contravene any ebay policy
A an aside, why is it the new ebayers always think the worst of anything that they do not understand?
