Bidding/Best Offer/BIN

A question, recently, last week I was watching an item starting $50 OR BIN $700 but open to offers. Had a couple of questions back and forth seller was very effecient in replies.

I was going to make an offer but then noticed there was a bid and thought Oh well, just wait the auction out then a couple of days later I noticed it had ended and relisted at a higher price! I asked why it had ended even though someone had bit on it and I received back a reply saying a similar item in SA sold for more money and she thought she would end it and relist at a higher price plus, she did not realise that once a bid was placed she could not accept offers. Is this common practice? but I note this is the first time this member has sold anything. This happended twice to me latley, no offence but are sellers getting too greedy as I note when some items are BIN and do not sell they are relisted at a higher price.
