Hi I have just bought a digital item which doesn't need to be posted but the seller has listed it as shipped with no tracking ID and has not given me the item. I cannot open a dispute until the shipping dates are met (2weeks) he is claiming he shipped it to me if I don't receive anything and with no tracking ID CAN I WIN THIS DISPUTE? he will not give me a refund either he is just trying to scam me because it's digital goods. Help please. Also he told me he will not delivery it until I file a "dispute then cancel" on PayPal and ebay which is crazy!! I have the messages saved of him saying that in ebay chat please help
