Can I ask for a refund if the 'used' (electronic) item I purchased has stopped working?

I purchased a used Apple Airport Time Capsule in May this year — unfortunately it died a couple of weeks ago.

I paid for the item via PayPal.

Am I able to ask for a refund through eBay?
