Can a buyer cancel a purchase...?

Hello - any advice would be appreciated.  I purchased some porcelain cups from UK, paid for them via paypal, postage cost was 24 pounds.  A few days later, via ebay msg, I receive a message from the seller saying he required additional 55 pounds to post item!!  I have advised him that if it cost a few pounds up then I might have been amenable but at 55 pounds extra, on balance, the purchase does not make any sense.  I requested that he cancel the transaction to which he responds that he "does not do cancellations".  He even told me that he may post by surface mail which I take to mean by ship...what can I do?  I do not like the way it took him 3 messages over 3 days to specify the actual additional amount he sought...what recourse do I have.  He now says that he will try to reduce the size of the package by 700 grams (excessive just like the postage fee) and I'm worried that this will be to the detriment of the item!!  What, if anything can I do?  Thanks.

No a buyer can not cancel a transaction unless the seller sends the agreement to mutually cancel.

I would just open a dispute now for item not received and get your money back.

If they post by sea mail then it will take more than the 45 days to get here so you open a dispute for item not received at day 43 after payment date, escalate to a claim  and they loose their money and the item as well.

You are under no obligation to pay more than the advertised amount.
