Does seller have to refund if item i purchased not as described?

Hi I am after some advice on what my next step should be. I have purchased a clothing item from a seller who has it listed in title as "Sz 8/10 Black Wrap Dress"

when I received the item the dress is ( to my understanding ) not a actual wrap dress......a wrap dress has ties attached to waist and is threaded through the dress and then tied to other tie.

I was sent a mock/faux wrap dress which only has a cross over bust and has a detachable tie.......this is not a wrap dress. The seller did NOT state that this was a faux wrap dress. I have contacted the seller and said I did not feel that this item was described acurately and requested a return/refund.

Seller replied that I should have asked this question before I bid on the item.....and will not refund/return.

My question ( sorry for the novel ) is that am I in the right to request refund/return as the listing clearly stated "Wrap Dress"" so why  would I ask the seller if it was a wrap dress.

I was also charged $ 12.00 for postage ( 3kg satchel ) but it came in a 500 gm satchel which I know for a fact costs $7.70 to purchase.

Not sure on what to do from here:(
