Everytime I bid on anything, I automatically receive notification that I have been outbid? Does this have something to do with set reserves?

Everytime I bid on anything, I automatically receive notification that I have been outbid? Does this have something to do with set reserves? I am new to ebay, so just trying to understand the system.

If the current winning bidder has $20 entered as their max bid and you enter $10 then it will go to $10.50 If you enter $15. it will auto go to $15.50.
If their max bid is $20 and you enter $20.01 then you will be winning as your 1c is more than their max amount entered.
When you enter you bid amount you can enter as much as you want and if other bid less than your max amount then you will auto out bid them till an amount entered is higher than yours.
