I won an item on 23-09-2012 and the add clearly stated "Free Postage",(Twice).
Now the seller is asking for postage.
After a few Emails he is now offering me a refund.
What are my options ?

I presume you're referring to the monitor you won. The seller is somewhat inexperienced and it looks from the listing (Local pick up or winning bidder to arrange own transport) that the seller really wanted to say "free local pick-up" but didnt know how.
Mind you, with their feedback I probably wouldnt have bought from them in the first place.
You cant force them to send to you for free if they refuse, but if you want you can report them and ultimately leave appropriate feedback which in this case would be a neg. with the words "seller refused to complete transaction".
I'd take the refund and look elsewhere, and probably heave a sigh of relief that it was all over.
