How do I open a item not as described case, after closing item not received? Ebay told me to do this but I keep getting a msg saying i can't

I recently purchased a bottle of chanel perfume. The item didnt arrive in due time, after continually contacting seller. I had to opem a item not received case. The seller contacted me and said they would post that afternoon. When the item arrived, it was quickly identified as being fake. The ad clearly stated "Authentic", and when asked i was told by seller that it is Authentic. The Chanel brand letters were stuck on and peeled off. There was no etching on the glass bottle. The crimping near the neck is exposed. The quality simply is not there and the scent is questionable. I emailed the seller kindly explaining this and asked for a refund. He emailed me back saying "it is genuine, its just old stock from america, that they couldnt sell" The next day I took bottle to Chanel in NSW and had it authenticated as a fake. I also emailed this to seller. I have not heard back from seller. I contacted ebay, they said close item not received case and open item not as described case, however the resolution centre wont allow me to do this. I keep getting a message saying "you cannot open this case as you have already opened and closed this. What the......am very frustrated after several attempts to do this.....please help gahahaahah
