How do I raise a dispute with ebay

I purchased an item and when it arrived it was damaged because of poor packaging. The seller agreed to replace but nothing has arrived and now they are not answering emails.

I want to raise a dispute but despite following all the instructions it doesn’t seem to work. The ebay article says select “ask ebay to step in” button but it does not show up either using the website or the app.

i have tried using the assistant but no luck either.

any advice would be very much appreciated.

Maybe it is too late?

You only have 30 days since the last day of the estimated delivery to raise a dispute on eBay, although if you used PayPal you have 180 days since you paid.

 

Oh, and in general never let a seller make you wait too long with empty promises. They do it on purpose so that you lose your right to start a dispute...
