How to cancel an order after payment is made. The seller has agreed to cancel, but couldn't do it.

I made an order, but wanted to cancel it.  The seller has agreed to cancel as he has not posted it yet.  However the seller is not able to cancel it from his side. It seems that only eBay can cancel it.   How to contact eBay for the cancellation?    Can anyone help on this issue?

The seller CAN cancel the order using "buyer requested cancellation" (and they will get their fees back), or they may be waiting to open a non-payment dispute through eBay against you.
