Requesting information and assistance in retrieval of funds or goods from seller, who denies not sending items.

I’ve already replied on your other thread. (Don’t open multiple threads for the same issue.)
In one of your other threads, you have given additional crucial information.
DON’T open an “Item Not Received” dispute. The seller has partially sent you your goods; that means there is proof of delivery. You would automatically lose a dispute claiming INR because of that.
The correct way to request refund for the items not received is a “Not As Described” dispute. Within that, you must select the option stating that you have only received part of what you ordered.
Include photo within the dispute. Don’t accept less than the refund to which you’re entitled. Don’t accept an offer to send replacement.
Hopefully you’re not out of time to open an MBG dispute. The MBG is good for 30 days after receiving the item/s.
Open a case under eBay’s Money Back Guarantee.
Read through the Help page to which I’ve linked. Follow the timeframes for “Item Not Received” exactly. Don’t let the seller dilly-dally; just request full refund, and escalate (by asking eBay to step in) if seller doesn’t resolve the issue within 3-4 days after you open the case.
Don’t let the case time out. You have 21 days from opening the case. If seller doesn’t refund, don’t assume it happens automatically. ESCALATE. If a case times out, it is closed without refund and you can’t reopen it.
You have 30 days from the estimated date of delivery to actually open the dispute/request.
