I bought an item supposedly in "good condition". In reality, it was broken! What can I do?

It doesn't seem fair that an ebay store can falsely advertise an item as in "good condition" in their advertisement, yet in reality it is broken.  I would have thought that there was some sort of accountability which would apply here.  We contacted the seller and told them we were not satisfied and we requested a refund.  They were not interested.  The item was not damaged in transit but was simply described deceptively.  Is there anything that we can do?  Cheers.
