I initialy paid with paypal .. but it came back unaccepted , so he had not set up a paypal account, but he  was happy to respond and ask for a money transfer and supplied bank details . Iv'e got a record of the tranfer to his account , is it worth going to police ? in case this guy is doing over a few people as well as myself , this is small case fraud but could add up , it was $100 but I'd rather donate that money to something worthwhile than let this ......... have it .

Never fall for paying by DD. 

Wait for a seller to sort out their PayPal account if necessary.

You could report to ACORN if you haven't received the item in more than reasonable time and seller is not responding to messages.
