I was told postage would be $16 won the bid for 99c and now he saying that he made a mistake and postage will be $30. Can he do this?

As the question say, I was the only bidder and got a set of Kung Zhu stuff for my nephew (5boxes plus two smaller things).
But now he asking double the price.
