I won a bid & paid only to have 'mohammed' cancel and refund me,paypal/ebay won't do anything??

What can paypal do for you ?

You received a refund. No more is required in paypals respect.

As to eBay, they can do nothing but give the seller a 'slap on the wrist' if you report them.

If it was an expensive item that you got for a ridiculously cheap price the seller may have cancelled as they may have been losing money to go through with the sale, not good form, but eBay does insist on advising new sellers to commence auctions at the low start price of 0.99c .

This means if only one bid is plaaced the seller has no way of getting the more realisitcally valued amount unless they cancel and relist at a higher starting price.
