If I give a seller negative feedback for item paid but he never shipped, can he unfairly retaliate and give me also a negative feedback?

Hi, I have recently opened a case against item not received and I have raised it into claim.  The seller responded twice with lies and empty promises.  Before I opened the case, seller never responded.  After I opened the case the seller said: my address was wrong therefore the item was returned to seller.  A week later he said that the item had been re-sent to my correct address, but when I asked for the tracking number that he promised he muted me until now. Obviously he lied because both Paypal and Ebay would have shown my correct and valid address upon completion of purchase and payment.  Secondly, he said he had re-sent the item and would give me the tracking number, but he never did and then stopped answering my emails. Question: if I give him a negative feedback, can he then retaliate and give me also a negative feedback? If he does that, can I request ebay to remove it? because it's unfair.  I have done nothing wrong as buyer and I even paid instantly. Please advise, thank you.
