Import Tax limit includes air freight or just the item value?

After looking for import Tax info to Australia it is still unclear whether the A$1000 limit includes air freight or just the item value. Can anyone simply clear it up?

I would like to make an offer on an item for just under $1000USD  but the air freight will be between $65 - $400 depending whether USPS or UPS is used.

As far as I know it includes freight costs, but I'm happy to be corrected if wrong.
