Is ebay supposed to notify me when I have been outbid?

I bid on a item and had planned to win it regardless of win price. However, ebay did not notify me that I had been outbid! Thget fore I didn't know I wasn't the highest bidder and i lost the auction! The other person bid within the last minute and because I wasn't notified I thought I was the high bidder all along til the end of the auction? Is this ment to happen? All other times I have bid on items if I've been outbid, ebay sends me an email saying bid again.. I'm really annoyed about this. Is there anything I can do?
