Is it a violation with policies to ask a buyer to change feedback to what the seller wonts it to b

Seller wonts neutral feedback to positive, and emails me twice, will offer me discount on item now in stock if i still wont the item and wonts me to change to positive feedback. I have not responded, will not respond and if continues harrasment, thinking of reporting. First of all i was not happy that item i purchesd had 3 left in listing when purchased and located in Sydney (as i would prefer australian located item then from overseas), second I was Planning to get item for birthday present, and had to look for another because his item was out of stock, was refunded though. Even though my item was not relisted (as i know of), same item was listed  on sellers page that, location not i Australia but in China for $15+ more then the one located in Australia that I had purchased. Did not give feedback till later as i could not leave a neutral untill 7 days and dont belive positive feedback  was a decision i wonted to make. Any suggestions?
