Is it common practice to sell items on ebay at inflated prices (that are cheaper in real shops)

Have recently seen a few items for sale on ebay that can be purchased from real  shops normal prices not sale prices and are much cheaper. Is there a scam going on here on ebay designed to ripoff ebayers?
