How do I speak with a human?

I bought a coin to be shipped from Croatia to Australia.

The item never arrived.

The seller asked me to request a refund.  I did.

Then the case ended up being closed after 21 days and I did not get my refund.

I cannot reopen the case.

Searching for help, I just go around in circles.  There is no actual help to be found, just links in a circle until I guess I am supposed to give up.  Is that what passes for help these days?

How do I contact a human working for ebay in Australia?

If you allowed the dispute to close without escalating it (asking eBay to step in if seller hadn’t agreed to refund within the dispute), then that’s it. You’re no longer covered by the MBG.

However, if you paid via PayPal, you are covered by PayPal Buyer Protection for up to 180 days from the date of the transaction.

If you didn’t use PayPal, but did fund your transaction with credit or debit card, you may be able to do a chargeback. It depends on both your bank/card issuer and the specific card, as they all have different timeframes. It won’t be longer than six months at most, but more likely to be 2, 3 or 4 months. Check your card T&Cs.

If you used PayPal, you should try a PayPal dispute first (assuming you no longer have eBay MBG as an option). You can’t use more than one type of protection at the same time (so a PayPal dispute opened if you also try a chargeback will be closed automatically). You also can’t try PayPal Protection if you have already tried a chargeback.

(For future reference… Ditto with eBay MBG. You can’t open an eBay claim if you’ve also opened either a PayPal claim or a chargeback. You can’t subsequently open an eBay claim if you’ve tried a PayPal claim or a chargeback.)

You need to make yourself aware of how the Money Back Guarantee works. Read here and note the timeframes and steps.
