I purchased item in January. It is faulty. Seller agreed to replace. It hasn't happened.

It is faulty.

The seller agreed to replace.

After much patience and toing and froing of letters, the seller has stopped responding.

The item has not been sent I believe.

I do not knw how to get my money back from this bad eBayer.

By now it is too late for you to open a claim on eBay, which is why the seller has now stopped replying to you.

 

However, you still have time to open a PayPal claim. Go to your PayPal account, locate the transaction, and open a case. Don't close it until you've received a refund as once it's closed you cannot re-open the case.
