Is anyone else having trouble with German vendors charging MkSt (VAT) of up to 19% on overseas sales

I am having trouble with some German Vendors including MkSt - VAT in their prices to me as an overseas buyer (in Australia).  VAT is NOT applicable on o/seas sales & I suspect that if not breaking the law, these vendors are making a handsome profit (+19%) as they do not have to report VAT in returns to tax man for o/seas sales.

I usually query if VAT is on an item and most will adjust where necessary.  However some say n/a & then make the mistake of sending an invoice with the goods which clearly shows VAT included in total price.

Also have had a case where vendor has said no VAT & then gone to website where it says that VAT is included in the price of all items!

Seems to be a major problem with German vendors in particular (in my experience)

Many sellers will not remove VAT or GST or other charges that do not apply to overseas sales.

It can be a complicated process and just not worth their while.

In Australia for example GST has to be included in the ebay price where sellers are liable for it and they just don't bother to remove it if it is an overseas sale.
