Problems with buying Alvin and the Chipumunks DVDs on Ebay

Hello,

I am having a problem with buying some Alvin and the Chipmunks DVDs on eBay. For reference, this is the listing i am referring to: https://www.ebay.com.au/itm/Alvin-and-the-Chipmunks-Squeakquel-Road-Chip-Chipwrecked-4-DVDs-FREE-POS.... I am very interested in this DVD and plan to buy it or make an offer for cheaper (neither of which i can do).

So the problem I am having is that if i click on "Buy it Now", Add to Cart" or "Make Offer", it comes up with roughly the same response.

For "Buy it Now", it says "The seller only allows buyers to purchase 1 item every 10 days."; for "Add to Cart", it says "Oops, there was a problem. The item you've selected wasn't added to your cart." and for " Make Offer" after i try and make an offer, it says "Sorry, you're not allowed to purchase this item. This item is only available to buyers who have not purchased or more items from this seller in the past 10 days" (I have included images as attachments if this helps as well. However, i can only upload one image for some reason, but if you want any more, please let me know in the comments and tell me which you would like to see).

But, the thing is, I haven't purchased/bought anything from this seller before, ever. This is my number 1 first time ever buying from this person and the first item i want to buy from them are those Alvin and the Chipmunks DVDs.

I do not know what is happening and why I cannot buy from this seller, considering I have not bought anything from them before. If anyone could help me out with this issue, I would be so very grateful, as again, i really want to buy those DVDs or at least continuing to make offers and as soon as possible.

Just checked again and I had no trouble adding to cart, so imagine it is definitely a new buyer restriction
