Returning a purchase

I purchased an item through an Ebay Seller and was dissatisfied with its quality.  I contacted the seller and was advised that she would contact the "Supplier" to see if the item could be returned and refunded.  I was subsequently informed that they supplier did not accept returns.  I did not purchase the item from the unkown "Supplier" and was not aware that the item was not in the possession of the Ebay Seller. Could you advise if the Ebay Seller who received the payment is responsible for making the refund ?

Quality is subjective, what you consider poor quality may not be the same as the seller's view. Unless the item is significantly not as described and you can make a good case for that view with Paypal you will not have a case.

You are correct that your transaction is with the seller and if you think you can prove to Paypal that the quality was such it was not as described then you will be able to return, by trackable post, to get a refund.
