Seller sent item in more expensive way than agreed, now wants more money

I won an auction for a top two days ago. The ending price was 99c, plus $3.00 for postage.

 

I received an email this morning from the seller saying that the top has been sent, but they had to use a more expensive option, as their usual postage bags were out of stock. The seller then asked that when I receive the package, I look at how much the postage was, and send her the difference via PayPal.

 

I'm a little angry, I would have preferred if she just hadn't sent it today; I would rather have waited for an extra few days or however long it took. I'm sure this isn't allowed (from what I've gathered from other questions) but are there any specfic 'rules' I can point her towards? It just seems a little unfair ;(
