Sellers are accepting payment & not sending items if Auctions are at low prices..Why is ebay allowing this to happen?

In the past 4 weeks i have won 5 auctions at very low prices, The seller is responding until payment is made and then the buyers are having to put in a dispute because the seller is not posting the item after accepting payment nor are they responding to the buyer..Ebay needs a policy to stop this from happening..If the seller does not want to sell at low prices, then put a reserve price on the item/s!!!. Plain and simple!!! Where is the buyers protection, other then pay pal???If it was not for pay pal many would of lost hundreds, if not thousands of dollars! It can take up 3/4 weeks for an item to be sent from/to another country, therefore leaves the buyer out of pocket because they are unable to put in a dispute if they have not recieve the item/s or the seller is not responding as you have only 4 weeks to put in a dispute..Ebay you need to look after the buyers too!!
