Sold an item, buyer couldnt pay gave sob story, I left listing open over 4weeks now I want to cancel it, the worst thing is they used their friends ebay account. I dont want to pay any sale fees or buyer to get a strike, maybe they have to take the strike?

If it has been more than 32 days since the listing ended it is probably too late to open a dispute and get your fees back.
Never allow a buyer to drag things out that long, if you believe their story, then arrange with them to agree to a mutual cancellation, that frees you both of obligation and you get your fees back, if you think they are not telling the truth, then go with the dispute.
