Tracking not provided until dispute opened

I have made a purchase (not international) and it has not arrived.

I messaged the seller and they asked for confirmation of my address - it was correct. They said they will replace if the item has gone missing. I asked for tracking and said I would check with my local PO, this is the response.

"Unfortunately, there is no tracking for this delivery as you chose the standard delivery option which is posted without tracking. We provide this option to keep the postage cost down but we also offer the tracking option as well as Express to provide buyers with all the available options. 
I am going to follow this up with Australia Post and may I ask you to check with your local post office to see if the parcel has arrived and awaiting collection from the post office please?"

My PO has no record of any parcels for me and I suspect it would be small enough for the mailbox anyway, allowing delivery at any time to my locked mailbox. 

I opened a dispute with ebay and after a back and forth a tracking number was sent. This tracking number works in Aust Post and states a delivery made to a suburb 30km away on the approximate due date for my delivery.

I have the email sent through ebay stating there is no tracking number and I am waiting for a response from the seller in the open dispute, can I escalate this somehow to show ebay the email and the wrong suburb? I cannot find any option to do so anywhere it just says I have to wait for the sellers response.
