I always use Paypal these days, but I bought an item while I was in the middle of closing one account and opening another one so used bank deposit. Item didn't arrive and seller agreed to refund (after five weeks of waiting) but so far no refund and no further replies to my emails. I have opened a dispute through Ebay but because I didn't pay through Paypal it seems I can't get my money back. What can I do? Isn't it stealing?
