Why am I being charged Global Shipping Program fees on items that should not attract any import duties, customs duties or taxes?

Why am I being forced to pay for a completely unnecessary 'service'? I have already paid for postage. There is no reason to apply a GSP fee to a $10 item being shipped from the US to Australia.

This is 'money for nothing' and a blatent rip-off.
