Why are so called "worldwide" sellers refusing to sell or even communicate with buyers attempting to make purchases?

Very frustrated attempting to make purchases from couple of sellers in recent days who claim to sell "worldwide". I have paypal and 100% positive 100 + rating. What is their problem? To make matters worse they even refuse to communicate what the issue is - and eBay just puts you in a useless "selest a topic" loop. What on earth is going on? Can anyone provide ANSWERS???????????
