Why can sellers include 'make an offer' and then refuse all offers?

I am looking to buy an item which has a 'buy it now' price but also has 'make an offer'.  I have made three offers on the item.  The first he just said no. The second he said price was as low as he could go. When I made the third I asked why he had the option on his listing if he had no intention of accepting any offers and he has not even bothered to reply to that one.

I too am sick of Sellers having to Make an Offer on the product they are selling and do not respond to it. They should be reported as false advertising.

No seller is obligted to accept an offer. Not now, not back in 2014 when the comment you are replying to was posted. As for false advertising, what is the item number that states 'all offers accepted? ' There isn't one. make an offer means just that, make one. Nor are they obligated to respond. And especially not to low ball offers
