Why do some sellers say they will answer any question, and when you ask one , Ebay put up a box stating that the seller cannot be contacted?

I have recently tried to have a question answered by a seller, who states on their site, they are only too happy to answer any question, only  a Ebay box appears, stating that the seller cannot reply. (This is an overseas seller. But I don't think that's the reason, as other overseas sellers are able to reply.) How can I contact this seller, as I would really like to purchase 2 of the items that are for sale?

If the seller OS has the country blocked they do not sell too then you will be blocked from asking questions.

It is the same if the seller has your ID on their BBL you will also get the same message.
