Was winning bid for an item that sold for $295 and payed , tried contacting selling for pick up address but no response, a few days later he sent refund saying that he meant to set a minimum price, he also then re advertised product on eBay at $650 also he advertised on another trading site called Gum Tree for $650
This seems very unethical , does e Bay allow this practice ?
A seller can't be forced to follow through with a transaction, so you can either pay the higher price or look for another seller of the item.
Most certainly because the bidding ended lower than expected. That happens, it's entirely up to the seller to honour the auction, or withdraw like he did. Short of leaving a negative feedback there's nothing else you can do.
Unethical, maybe, but certainly worthwhile to upset a buyer (you) than to lose $350, assuming that he could sell it for that.
I assume it's a seller with relatively low experience.
