calculate postage problem

I won and tried to pay but Ebay would not let me go to Paypal as no postage details came up from seller.  I requested 3 times for a invoice and all he replied was to ask when I was going to pay?  I have never come across this problem;  can anyone help.   Ebay Help Centre just suggested I ask him to send an invoice!
