do I need a paypal positive balance to make a purchase

My Paypal account is tied to  my bank account and has the top level approval.  Do I have to have a positive balance at Paypal sufficent to cover what I offer for an item on ebay?   I assume Paypal will action the money transfer from the bank to them to cover the transaction.  Is that correct?

No you dont, and yes you are correct, although any payments taken from a bank account are called an echeck, and will take a few days to clear.
