extend resolution period

Is there any chance to extend the report dispute period and feedback period.  I bought a thing and didn't receive it for a month.  The seller seems very helpful and he said he would resend it.  Since I have to open the case before 29 September, I don't think I will receive the item by then.  I prepare to wait for another two weeks.  If in two weeks time, I still do not receive it.  I cannot open the case in the resolution centre.  What should I do?
