faulty item from Australian wharehous, why do replacements have to come from OS when item is in aus

When i buy an item that is stocked in an Australian wharehouse, why is it acceptable for me to have to wait for a replacement to come from overseas? I have already purchased the item and have waited the 2-3days delivery as stated in most australian supplier adverts, what makes Sellers think it is ok to make me wait up to a month to receive a replacement? This is called false advertising, if you can not supply the working item in the time YOU specify then you are deceiving the buyers. Why is ebay allowing this kind of behaviour? It is getting very close to the point where i will simply not purchase from ebay as a mojority of the sellers are not concerned with customer service. If i buy your item, under your terms of delivery, i expect the item i puchased (in good working order) in the time stated.
