i bought an item, paid express post. have not recieved it and seller wont provide tracking number. opened a dispute with ebay and paypal, i won and a refund was issued. i then recieved an email from paypal that the refund was refused due to insufficient funds. i contacted seller and forwarded the paypal email to them for proof but they refuse to acknowledge it. what do i do?
