Placed an order with a seller -initially it was approved but then cancelled due to Logistic problem-payment was refunded-Seller asked me to reorder-but unable to do so -system tells me i can't do that!
How long before eBay has cleared it?

It may take a few days and the refund will go to your original funding source.
The sellers you've been dealing with have very poor feedback so find another seller registered in Australia with good feedback
