problems with china post

there seems to be problems with China post - bought an item registered on 8/11 showing as posted on 9/11 seller told me that the parcel was in my post office on 18/11 rang post office with tracking number and they saying that in fact parcel has not left China yet - they also told me that there were issue with China post at the moment -
