I would like to ask I won and item on ebay, I ask a few questions, then seller cancels orders, because the price was low, he can get better price by trading as he says on the message. Can that be allowed?

Just to add, the time to ask any questions is before bidding/buying

Doing so once the item has been purchased may raise red flags to the seller that the buyer is going to potentially be troublesome 

Especially if it is several questions and/or already covered in the item listing

But what reason did he put in the cancelation for eBay?

If he put buyer asked to cancel, contact eBay to report it

As the transaction has been cancelled then obviously it can be allowed.
