resolution of item not received not via paypal

I have an item that I paid for, but have not recieved. I paid using credit card, but via the paypal portal as that was the only option. I did not sign into paypal. This was approximately 2 weeks ago. I have not received the item, and ebay seems to have shut down the sellers account, so I cannot contact them directly. When I click resolution centre, it keeps sending me to Paypal, even though I cannot sign in.
