seller hasn't claimed payment or communicated, how can I cancel order?

I ordered a pair of shoes and made my paypal payment.  The seller hasn't claimed the payment or communicated with me.  It's been 15 days without the payment being claimed.

I'd like to request to mutual cancel this order but the seller isn't communicating.

If the seller doesn't claim payment or send the item am I perpetually obligated to leave my paypal payment up and unclaimed?

If they don't claim the payment am I stuck in limbo not being able to claim paypal protection but unable to claim not to have received the item because I technically haven't payed for it in some kafka-esque horror-drome??

Wat do Ebay?
