I recently purchased an item, waited for its arrival only to find it was incorrect. I contacted seller and the reply was we will refund you half and you keep item. To return item and send you correct item costs us too much money. I did not agree to this as the item I received was of no use to me and, as the error was made by the seller, I was not happy about losing money. After messaging a few times they then offered 50% refund again but I still did not accept it. I started an ebay refund procedure and told them I had done so. I then received a message saying they will refund the whole amount. After this they then ask that I give them 5 stars and positive feedback.
I usually read feedback before I buy, no idea why I didnt this time. The feedback shows they have sent the wrong product to many people. Feedback also shows many people have lost money to these scammers.
Is there anything that I can do to report them?

Do you mean you opened an "item not as described" dispute with eBay ?
Did they tell you you had to close that dispute before they could refund you ?
Have you actually received the refund ?

There's a report button on the RHS of the listing page, but a neg would do a better job for future buyers.
When you look at their feedback page, where are they registered ?
