.. is someone can please tell me how long it will take for refound from a seller when is in the same country.. or just a few kilometres away from my address..?

Did the seller agree to refund or have you opened up a case in ebay or paypal?  If payment was made by paypal it will be returned to your paypal funds.  If pp was funded with a credit card or visa debir it will be returned there but usually takes a couple of days.  If you paid any other way, you are at the mercy of the seller.
