what has happened to "resolve problem" link?

Bought something 2 weeks ago and still do not have it, was marked as posted on the 29/6 (Sydney to Melbourne).  I have messaged seller, and got no reply, so I wanted to start PP dispute, only to find that the link next to my item in my purchase history, is not there?

I was able to open dispute after logging to PP, but the things you have to tick do not seem to relate to anything.  For instance the first choice is:

1 - I have not authorised this transaction

2 - I have a problem with this item

 

I can see how many people who have not received an item feel they cannot tick the second option.
