32 days after payment my item still hasn't shipped, but I'm not entitled to cancel the order.

Feedback says registered in Israel, but completed  listings show location in China - so that seller is probably dropshipping. (If it's the one you left the neg for).

Can you open a case for Item Not Received?

Just open a dispute for Item Not Received and get a refund....or galvanise the seller into sending the item.

If it is the seller you left the negative for I doubt that you are ever going to get anything as they have nothing for sale now.....maybe ebay has closed them down.
